Bangladesh Red Crescent Society (BDRCS), on 19 Jun ’12, organised an Inter-Ministerial and Red Cross and Red Crescent Movement Meeting on Legal Base issue. The meeting was held at the Hotel Ruposhi Bangla in Dhaka from 12:00hrs to 14:00hrs. Representatives from the significant Ministries of Bangladesh government and the Red Cross and Red Crescent Movement partners attended the meeting. The focus of the meeting was to advocate the government seeking appropriate assistance to facilitate the amendment process of BDRCS Legal Base.
BDRCS, for strengthening its organisational capacity as a well functioning National Society, is keen for the amendment of its Legal Base where the Society, currently, is running under the President Order-26. BDRCS, an auxiliary to the government, requires the amendment of its Legal Base for smooth operation of its activities and effective implementation of appropriate humanitarian services for vulnerable communities by ensuring neutrality and impartiality. A draft Legal Base, following the global standard of Red Cross Red Crescent Movement, was developed and placed to the Ministry of Health & Family Welfare (Line Ministry) for further amendment. The meeting, in this regard, was an initiative of BDRCS to persuade the government to come up with a commitment from their end to be a catalyst for the process of amendment.
Representatives from the government, Secretary of the Ministry of Health & Family Welfare Md. Humayun Kabir, Joint Secretary of the Ministry of Law, Justice & Parliamentary Affairs’ Begum Salma Binthe Kadir, Additional Secretary of the Ministry of Food & Disaster Management Md. Abdul Wazed, Deputy Secretary of the Ministry of Education Mr. Goutam Kumar and Deputy Secretary of the Ministry of Defence Mr. Abul Kalam Khan graced the meeting with their presence. Mission team of the Joint Statues Commission led by Frank Mohrhauer the Head of Governance Support, Policy Implementation & Policy Oversight, IFRC-Geneva, Drina Karahasanovic the Senior Officer of Legal Base & Policy Oversight, IFRC-Geneva, John Gwyyn the Asia Pacific Organisation Development Coordinator, IFRC-Kuala Lampur and Katrin Wiegmann the Regional Cooperation Delegate, ICRC-Kuala Lampur added value to the meeting with their participation. Also, the meeting was attended by Mr. Sajit Radhakrishna Menon the Acting HoD of IFRC, Bangladesh Delegation, Mr. Frederic Dufor the Deputy HoD of ICRC Bangladesh Delegation, members of the Governance and the Management of BDRCS and other Senior Personnel from BDRCS. The meeting was presided by the Hona’ble Chairman of BDRCS Prof. Dr. M.S. Akbar, MP. Overall support was provided by IFRC and ICRC.
