Cyclone Preparedness Programme (CPP)
Telecommunication Network
The Cyclone Preparedness Programme operates an extensive telecommunication network with 130 HF and VHF radio station that directly link Headquarter of CPP with coastal area of Bangladesh.
To receive the meteorological storm warning signals, each Unit Team Leader is provided with a transistor radio, To disseminate warning signals among the community Megaphone, Hand Siren, Signal Flag, Signal Light are Provided to each team of volunteers. Volunteer team leaders are provided with bi-cycles, Motor-bikes to receive and disseminate storm warning signals.
Achievement
This programme has been awarded with “ Smith Tumsaroch Fund award-1998” from Thailand for its outstanding effort that has saved many thousands of lives in Bangladesh.The community people accepted this programme and the volunteers are honored in the community for their dedicated services. 23 Volunteers in 1991 & 3 Volunteers in 2007 have dedicated their lives on duty to save the Coastal People. The unpaid 49215 Volunteers are providing their services for the interest of the nations. Different welfare activities are also being carried out by the volunteers in the event of road accident, fire, boat capsize, river erosion, epidemic etc. Due to CPP activity People are in positive attitude to rush to the cyclone shelters during emergency. Much participation of female Volunteers in the programme is a position sign of women empowerment and voluntarism.After experiencing a severe cyclonic storm that happened on 12th November’1970 claiming 5 lacks of people’s life Cyclone Preparedness Programme (CPP) was established with the help of the then League of Red Cross and Red Crescent Societies in 1972. In 1973 the then League of Red Crosse and Red Crescent Societies decided to withdraw the field level programme. But considering the vulnerability of the coastal people, the Government of Bangladesh came forward and took the responsibility of it in1973. And the programme appeared as the “A joint programme of Government of Bangladesh (GoB) and Bangladesh Red Crescent Society (BDRCS) “. As cyclonic storm can not be resisted, so only preparedness activity can reduce the casualty of life and damage of wealth. With this end in view CPP was established mainly to accomplish this preparedness task. Due to recent global warming, Bangladesh has been the most vulnerable country among all other countries in the world and two tremendous cyclonic storms SIDR and AILA have proved that already. That is why importance of CPP has been increased a lot for the preparedness and awareness building functions for the community people living in the coastal area of Bangladesh. Recently CPP has arranged a one day refresher’s training for all the volunteers of CPP and as per decision of CPP policy committee & implementation board, CPP command area is expanded in more 5 upazilas of Khulna, Bagerhat and Satkhira district with the financial help of Comprehensive Disaster Management Program (CDMP). Now CPP will be operational at 37 coastal upazilas of 13 districts with 49,215 nos. of dedicated volunteers.
Management of CPP
CPP is run by 2 bodies: a) Policy Concern: There is a Policy Committee, Headed by the Honorable Minister, Ministry of Food and Disaster Management (MoFDM), b) Administrative/Implementation Concern: There is an Implementation Board headed by the Secretary, MoFDM. CPP has 203 paid employees, 49215, Volunteers, Male Vols. -32810, Female Vols. -16405, Unit - 3281, Union -321,Upazila -37, Zone – 07, District-13.
