In the recent time emphasis has been given on how to strengthen the organizational capacity and greater self-reliance of the national society in order to achieve the specific aims/objectives of the Red Cross/Red Crescent Movement. In the light of Strategy 2020, the Federation is playing an important role in providing support and cooperation to all the national societies for becoming a “well functioning national society”. The Bangladesh Red Crescent Society did not achieve the desired results in the past through its effort for capacity building and resource mobilization. Although, BDRCS for its Disaster Preparedness and Health Services Programme achieved recognition throughout the world, but still it has not been possible to implement the experiences of that achievement equally in all the 68 Branches of the Society following the Mission & Vision of BDRCS.
Since the inception in 1997, the OD Department made great strides in moving the NS towards its goal of achieving the Characteristics of a Well Functioning National Society. With the development of the Society, there was 3 Strategic Development Plan (1997-2008), many significant goals and objectives have been reached. Initiated a constitutional review process, gender policy, resources mobilization polices & strategies and branch development project.
The past Strategic Development Plan (2005-2008) has expired whether a new Strategic Development planned process has been underway for 2011-2015.There is 6 focused areas where BDRCS has given top most priorities as follows.
1. Constitutional reform support continued
2. Human resource reform (including: organogram, staffing review, job descriptions, appraisal system, and downsizing strategy)
3. Resource mobilization (NHQ and Branches)
4. Management skills development
5. Branch development
6. Volunteer management and development
In light of the above, the planning department has initiated several activities in 2010 such as to formulate 5 years strategic development plan for 2011-2015, Capacity assessment of 68 units across the country, delegates (units' representatives of Society's General Body) orientation training of 68 branches, Constitutional Reform process with the Ministry of Health which is underway.
